It seems to me that simply turning such people away is not a sufficient solution given that people can operate alone or in separate groups. These people seem smart enough to be ideological, but for some reason they don't consider consequences. Either that, or they're sociopathic
Reasonable to assume ppl most likely to engage in any physical assault r also likely to feel some enmity towards out-groups, some of the time. So, reasonable to assume most black-on-white crime has enmity a part of explanation (also helps explain the bizarrely high rate)

I don't mean to say that all b-on-w crime should be prosecuted as hate crime, or w-on-b shouldn't. I'm just noting that the law of the land is, whites who injure blacks are prosecuted more vigorously and for a harsher crime ("hate crime") than the reverse case
