American CO2 emissions *per GDP* are lower than China's. Chinese CO2 emissions per *urban* citizen are 66% of America's. Chinese PM2.5 pollution per capita is higher than America's.

China is a situation where per capita stats are mainly useful at hiding the aggregate impact of too many people in the anthill. CO2 is a bogus "pollutant" to measure. SO2, NO2, particulate soot, and overall resource consumption/burn rate are far more critical.
