there's optimal policy and then there is option value
but the important thing isn't just that there are a few good things in the bill... it's that the good things are permanent, "meh" things are negotiable in the long run i'd say go to all consumption taxes

if mandate causes auto-destruct i don't think ACA is coming back. Likewise optics of uncapping mortgage deduction are terrurrruble. And just creating uncertainty about SALT deduction should be enough, even if Dems reintroduce every chance they get
