The families have a higher survival rate now, with better technology. No need to dilute the vitality with unnecessary people. Maybe fewer families?

exactly! each polis should have roughly 1,000-2,000 families with 5-10 kids each

Of course, will be gene flow be (relatively) restricted? Restricted gene flow could be problematic...e.g. Royals...want to avoid genetic disorders/diseases that can arise w/inbreeding etc.

well, 1,000 families of that size have enough kids to start ~5,000 families, iow ~5 cities; so you're going to get a lot of outbreeding
