Of course they did. But the ethnically-Roman population of Gaul, Hispania, Illyria, etc. was always a tiny fraction of the total. (And the bulk of the population was in East)

And moreover they were constantly importing cheap labor - i.e. slaves - into Rome itself, so the population of the imperial capital was least-Roman of all

There was no problem with "integration" - the immigrants were always part of the "familia" of a powerful Roman, and remained under his protection even after they were freed (the patron-client thing)
