Division of powers serves only to create competing fiefs with competing agendas to flourish where unitary authority is needed for success.

Harrington has the most compelling vision of division of powers: it’s like how in a military hierarchy the general makes some decisions, then the officers, then the grunts

The point being, it’s all one decision and you need someone at the top who has final say. But what constrains the logic of the decisions is the executors have to think they’re on same side
