Well maybe... Concerned citizens might tackle him, hold him down with as many people as it takes, and hold him until the police get there to exercise their public mandate to him into custody. Just a thought. Kind of old fashioned. That still legal?

You do realize it’s not even theft till he walks out the front doors with it correct? I can shove as much product in any random bag/purse/pants/jacket as I want and walk around the store as long as I paid for it before I left, so saying tackle him in the store would be assault.

This is not so. Very clearly, this person's intention was to take without paying, etc.. Not necessary to wait for person to leave store before intervening (though in most cases - less obvious than this one - it will be so).

It’s exactly so, worked as a loss prevention manager for a major retail chain for 5 years. You can follow them once you see them conceal something but in no way can you make contact with them even if they attempt to leave with an item in most states.
