this tweet took me awhile to parse, i thought he meant local minima of utility functions so it's "it's almost always possible to make things worse" but if he means local minima of cost functions then it's "it's almost always possible to make things better" both true ig 🤔

For me, "as bad as possible"=global minima, "any (small) move you make will make things better"=local minima, but if you move too much maybe after improving a bit you end up in a worse position than the one you began with 🙃
