could an informed population be trusted to make the right decisions regarding a pandemic situation (A), or do people need a "nanny state" to lay out legal restrictions (B)?

the best argument i know so far is (forgive me in advance if i scramble this) 's observation that pandemic badness in different e.g. US states or countries appears to have very little to do with lockdown severity, so... they maybe don't even work???
