in a vacuum, negative reinforcement has a bigger effect on people's behavior, but as a contingent fact about current social realities, imo the market for negative reinforcement is extremely oversaturated relative to positive reinforcement, and people are tired of it

People react more strongly to negative reinforcement, but in some random direction away from the negative stimulus. Whereas if you have a specific direction you want to steer people towards, positive reinforcement is a smaller nudge, but in the right direction
