I’ve been here 4 years and gave up on learning vietnamese my first year; this is kinda a whole subject to get into, but short answer is no, almost no foreigners here speak VN (and the ones who do are rarely actually understood by VN people because accent/expectations)

A truly excellent question to which I have no answer. Everyone here seems to have accepted that VN will be at the back of the line for getting any vaccines. I know the govt ordered thousands of doses of the Russian vax last year to test, but haven’t heard any more 🤷♂️
