why is meter so often ignored in early (ie elementary/middle school) poetry theory? is it just harder to get? i admit i am somewhat inferring this because most people who write really bad poetry simply ignore meter while clinging tight to rhyme

Two ways you might test this hypothesis of internal vocalization helping meter I can think of: (1) ask people to compose a poem and describe their internal experience, (2) ask people whose poems have inconsistent meter to read them aloud and see if they notice it. Both seem hard.
