Probably not much. Our (UK) men aren't notably better than US ones and circumcision isn't nearly so much of a thing here.
hmm. my experience of english people, and europeans more generally, is that they seem less neurotic than the americans i know, although the americans i know are sampled from liberal coastal cities

Hmm I guess that's broadly true, but I'm not sure it's more true for men than for women, and there are so many fucked up things about living in the US that I've always just attributed it to the stress of living in a dystopian hellscape of a country.

Like, if I lived in a country with the US's approach to work/life balance, healthcare, and guns, I'd be stressed af and probably pretty neurotic as a result too.
