Sometimes lvl 3 when parsed by lvl 1 has the opposite of the intended effect, ie you need the shock absorbers and other failsafes from level 2, or level 3 instructions will be used destructively when embodied by lvl 1 mindset
related problems: level 3 can sound like level 1 because it's a reaction against level 2, and people who are trying to move others from level 1 to level 2 can interpret discussions of level 3 as attacks on level 2 that undermine the level 1 - level 2 transition
