Some say people have an aversion to thinking for themselves, and they'd rather have somebody else make decisions for them. That's not the aversion. The aversion is making claims or decisions they then get punished for.

i think the common factor there is that sometimes reality is the one doing the punishment

I'd guess: it's oneself. Decisions don't generally feel fatiguing if they're fun. Presumably there's some process going on (such as worrying about them, or some kind of conflict) that causes the fatigue.
