Some say people have an aversion to thinking for themselves, and they'd rather have somebody else make decisions for them. That's not the aversion. The aversion is making claims or decisions they then get punished for.
That's certainly a thing some people have, but others just get decision fatigue (running out of spoons etc) and don't want decision fatigue. When I introspect about decision fatigue, the base thing seems to be wanting to wait to see how my decisions pan out before making more.

I'd guess: it's oneself. Decisions don't generally feel fatiguing if they're fun. Presumably there's some process going on (such as worrying about them, or some kind of conflict) that causes the fatigue.
