Trust is more fundamental than predictability as such, IMO: what is it that I trust this person to do or not do? E.g. maintain social decorum, not touch me without consent, etc. You can trust and signal trust while still having lots of other kinds of unpredictability around.
And indeed people actively cultivate the cool kind of unpredictability. If you can predict literally everything I'm going to say why bother even talking to me?
To add to this, there's internal incongruence but also external incongruence. If a very bad looking guy confidently hits on a girl and is 100% internally congruent with it, it can still be creepy. Why? Because it doesn't fit congruently into her world model of expected behavior.
