I'd imagine the digital game is tied to a PSN account. I'm not sure if you could then regift a gifted game? Not sure how that works.

Admittedly, I'm not sure of the particulars myself. Still, this reminds me of the crooked Steam curator groups that'd prey on indie devs. "Sure we'll cover/promote your game! Just give us a hundred keys to sell." Except, in this case, Sony didn't even ask permission.

@jasonschreier writing about what the actual industry is about. There are plenty of indie devs out there sharing retrospecties, stories, etc to help others too.
