I'm just brainstorming here, but couldn't you use one camera to generate a material, blur it directionally, and then overlay another camera that culls out everything but a vehicle layer? No idea how it would look but that may be a good conceptual starting point.

You might be overestimating my graphics abilities!! The current motion blur stops when Unity is paused, but when you take an uncompressed screenshot it is shown, but there's not much info about this online so we just accept it
