Also added a "biggest fear" trait for NPCs to come back to in the future. Imagine a mission where you have to buy a mask at a store and then scare 5 people with it

Finally got the 3 ranges of core NPC reaction logic in place. Now I just need to have them track all of those interactions individually so they can evade or chase multiple objects. 
Then also make them get knocked over by the pizza I'm throwing at them all. Lol.
