It's more of a Simpsons: Hit & Run / old school GTA game. Physics based, small Midwestern suburbs, interactive NPCs, quests, etc etc.

How about forests?

I'm trying to come up with a way that seems realistic but not blatantly obvious as a wall. It would have to be a pretty thick forest around the town that wouldn't let anyone in or out. It's a tricky one.

This is definitely the most creative way, but I think yours is more fitting. Maybe there is some story-motivated way? The city could be on lockdown or... i dunno.... surrounded by horrible pollution like mountains of trash

I don't know if this neccessarily aligns with your theme, but you could have a UFO randomly fling the player back into the map as a risk v. reward mechanic. It makes it easy to get away from cops but the player doesn't know where they end up.

Or perhaps have the edges made up of lakes and solid blockers like buildings, but then have the roads turn into highways that loop back and connect to other roads on the map

Have a buffer zone before the actual edge of the map that forces you back into the field of play. Maybe some crazy obstacle that throws you back into the city?

Maybe. It's such a hard thing to determine. I want it to be fun and not a cop out pain in the ass like so many other games. I'll probably have to devote a decent chunk of time exploring the concept later on.
