Without a bypass?
I am currently working on partial support for A12-A12X devices on iOS 12.4 without a PAC bypass and I need testers who can test it right now (No SSH support yet).

Imma stay on iOS 13 unless you get a pac bypass outta nowhere than imma hop back on down to 12.4

risky, apple might unsign at any time. I recommend going down, getting your SHSH2 blobs then going back to 13

I don't know about chip specifications but there are guides on how to get it.

Future restore is a pain... plus I need a nonce setter to downgrade back to unsigned firmwares...

To downgrade you need blobs and both firmware need to be jailbroken updates. Downgrade. You are playing a risky game

You can use iTunes to just downgrade, I don't think both firmwares need to be jailbroken, as I've seen loads of people use them to roll back to earlier versions after an exploit is discovered.

What about those that are on 12.2? Should those users update to 12.4 or stay?

A12 users: 12.2 and below STAY. 12.3 and up GO to 12.4. If you are on iOS 13 then downgrade!

Dude this is like a teaser. We haven't heard any update on 12.2 and it a bit hard not to update.

Lower = better. I’m staying on 12.2 unless informed otherwise.

I literally just said if you are on 12.2 then stay. If you are on 12.3 then update. Stay on 12.2 :)
