I've literally rebooted 104 times and ive spent about 4 hours, and it still doesn't work :/
try to turn on airplane mode, and disable siri & location services i think,hope it works
the app is crashing everytime i try to open it i installed the ipa with cydia impactor

I installed it 5 Times now... it works when i start it the first time but after the reboot it doesn‘t work anymore

You can downgrade with blobs because ios 10.3.3 OTA is signed and iPad Mini 2 is an A7 device, but if you haven't saved blobs, you aren't able to. I agree, iOS 11 is really laggy, and it's been my mistake getting the iOS 11.0 developer beta last year.

A9 devices will never get an OTA waiting from iOS 10. Your best chance now is electra1131, which is bound to release any moment now.
