Is an octopus’s arm conscious?

An octopus has more neurons in its arms than in its head. It's difficult to imagine how they perceive the world, but scientists have tried.

Yes. We don't have a consensus on what "conscious" is.. but I can argue that everything alive is conscious.. or "aware" (I think they are the same thing, others have more anthropocentric suggestions).
