It's not an inborn bias, but a product of applying the simplest statistical analysis that can plausibly work: an average, usually.

It's automatic enough that I think it's worth thinking of it as a cognitive bias, even if it's a product of our education.

Well, on average, people don't make the point-estimate fallacy, so it doesn't really matter. ;)
