As "internal materials" (内部资料) designed for cadres carrying out policies on the ground, the "Becoming Family" Handbooks provide a contrast to the official English-language explanations of state policies released by the government, like White Papers.

These Handbook chapters reflect themes that shed light on, provide context for, and trace the implications of policies and mass work targeting ethnic minorities in the region. Themes include, but are not limited to: gender, culture, settler colonialism, and campaigns.

Making these chapters available in English fills in gaps left behind by reports of extrajudicial detainment and forced labour, providing English-language readers, including instructors and students, with a more nuanced way to teach and study troubling developments in Xinjiang.
