People are encouraged to report themselves:
"We do not detain anyone who can explain [what they had used their cell phones for] and who proactively report to the police."

Cadres corroborate the power of the state:
"We have all the details we can trace. In what month, on what day you called whom, at what time, for how long—all information is in our hands."
