Remember, Docker was initially built as a daemon system that wouldn't necessarily be on the same machine as you. Remote builds were common. The image was built and stored with that daemon.

Docker is a horrible image format. Shoe-horning nix packages in a docker container throws away many of nix's advantages. It's a last resort but not my perfect Utopia. Would love to use nix cache instead of a docker registry

What I find most frustrating about Docker is the decision to design as a daemon, which is probably the source of your grief and also makes using it annoying in other contexts. Podman and Buildah seem promising but the docs seemed a bit impenetrable last I looked.

Yeah. Frustrated memories of proposing an ancient patch to let docker make separate directories for all its state. I think it was even accepted... But then docker became daemonic/singletony in a dozen other ways that more than ruined the point anyway. *sigh*
