Except it's not universal. We're debating the meaning of the exception written into the text. You're not "dismissing" the general rule if you argue about the contours of the exception. (2L was my best year.)

You tendentiouskt misstated the rule the Times was discussing. Citizenship for children of the undocumented now is the rule because the core tenet of the 24th Amendment is presumptive universal citizenship unless the child falls into one of two historically settled exceptions.

Universal birthright citizenship? Thank God the framers of the 14th Amendment chose not to grant that. And SCOTUS' definition of "subject to the jurisdiction thereof" in the Slaughterhouse cases confirmed it.
