Doesn’t the very idea that studying the history and text of the 14A makes you qualified to opine on it presuppose something like Originalism? I mean if the meaning of the text can just change with the times then of what use is history?

This is funny because I've been idly thinking that if the proposal ever gets past the talking stage it would be an interesting test of whether there was a moral core to originalism or if it was always just a political movement
