Question re justification of expenses in @EU_Commission projects. Should DNA synthesis & DNA sequencing costs qualify as *consumables* or as *subcontracting*? Years ago, both could be considered *outsourcing*, but in 2019 they are entirely commercial items—thus *consumables* 
In our system outsourced DNA synthesis is a consumable whereas DNA sequencing is a service, so the latter is taxable. I’ve tried confusing them by pointing out that Sanger and Illumina sequencing actually work by synthesis but that didn’t go anywhere.
Ask if they can send you the half of the reaction they don’t run, and the seq data is just QC
I list regular Sanger seq as consumable. Same goes for simple next-gen seq (e.g. whole genome of a few organisms). Only subcontract for bespoke HT-projects (RNAseq, TnSeq, PacBio, etc). I only do small synthesis (if any) so also consumable and I never ask any questions...
