In a nuzlocke is it ok to use the fishing rod and go back to towns and fish in towns you haven’t caught Pokémon in? 
My understanding was as long you haven't caught something on that route there. So fishing in route 7 or whatever after getting a rattata is a no, but fishing in Ceruleun City yes

That's how I do it too, but I've seen
