Most of us experience racism--like sexism--in academia without being subjected to 'racial harassment' though that is one facet of it for some people. The legal bar for 'harassment' is high which then becomes a deterrent to reporting and addressing.

Report also has a percentage of whites complaining about racism, and simply accepts this uncritically as evidence of a problem. There's even one story of a white person who thought they were being harassed because two subordinates didn't realise they were senior. Absurd.

This is why I can't take them seriously. They manage to miss the point every time. This kind of analysis is actually really unhelpful. All it does is allow people to distance and absolve themselves.

Yes, the report is dangerous on that front and I am really a bit taken aback that so many people are hailing it. I suppose on the principle that something is better than nothing, but I wonder.

Indeed. It is so frustrating they would not bring themselves to say "racism" with all its letters. "Racial harassment" a misnomer to relativise actual racism in order to include experiences of white folk. I can't even.

It's actually a reprise of the establishment version of racism where it is reduced essentially to 'Not Being Very Nice'. Personal attitudes, etiquette, 'misspeaking'. Which is why the belief that you can have 'racism toolkits' (developed by poc) to learn your manners from.
