        Switching off phone does not stop it's functionality as it still works in background in low energy mode collecting, transmitting all required data and this is one reason batteries are non removable nowadays to serve project android, made for monitoring one's every activity!

        Smartphones works in low energy mode even when it is switched off, still collecting all required data, caching locally and keep transmitting. Also it can use any network for transmission even if not subscribed, only users are restricted to use only subscribed service provider.

        "if" you allow an app 2 have location, it will track you. Many but not all share that data. If the app/or ad tech partner is affiliated with a particular venue, the location services may detect beacons to add precise precision. New location controls like Apples share 1 time help.

        Bluetooth BLE tags provides proximity based location sensing which is most accurate and does not require GPS, works even deep inside any location provided unique BLE tags are placed there. Project android made for monitoring user's activity, location, contacts uses this as well.
