I'd say this is a serious and valid concern rather than a conspiracy theory. A conspiracy theory implies a somewhat out there story for which there is no evidence and which seemingly flies in the face of what is known and widely accepted.
I have an idea: let's just leave it as it is and coat it with clear epoxy. The whole thing. As a monument. As a memento. As a warning and a reminder for future generations. Then, build a new cathedral. Bigger and bolder. With a full, clear view on burnt down Notre Dame.
