He can still speak, print and do whatever. (Besides that being practically very hard to do). I have moved a lot in countries with censorship and restricted freedom of speech. If this is censorship, it is at the least a very new way to define it.

Just to be clear: It is practically very hard to block anyone from access to the internet.
