The automated system reviews the video even before it's live/published. If you think the system made a mistake, you can appeal and wait to hear back before you publish the video live. Hope this helps.

The video shouldn't be flagged in the first place, it's blank, I've been placed in a auto flag category for some reason and was wondering how I can get out. Having to wait 3 days for a review on every upload just to have an inconsistent outcome is not really sustainable.

It's because a super-short blank video with no content is of no interest to advertisers and thus wouldn't be monetised. Come on, this is obvious.
