Under that reasoning car insurance should be sky high because safe drivers would choose not to purchase it.

Car insurance is mandatory in all states except one so that responsible ppl don't have to pay for irresponsible one. Same should be the case for health insurance. We all pay more when ppl don't contribute their share.
