It is against Twitter TOS to make a specific threat of violence against anybody regardless of who’s doing it. It can be an individual or it can be the president of United States. What Trump has just done is threaten any kind of protest. Twitter was right to flag it.

Trump said nothing about enforcing any laws. He talked about using “serious force.”

He said, "serious force," not certain death. I remember when a "show of force" wasn't considered a death threat.
