You need to add "Mandatory Body Cams" with SEVERE penalties if footage goes "Missing" or the camera "Malfunctions".

It's a point-based system police departments can use to get DOD surplus eq. Beating someone to death is obviously worth more points than shooting them. Man, if you gas a protest, you can get MAJOR points if you can count all the people gassed.
