    I spoke with philosopher Prof Alain Finkielkraut, victim of an anti-Semitic attack during the demonstrations in Paris. The demonstrators told him to 'go back to Tel Aviv'. It is a wonderful place but every Jew, every person, has the right to live safely wherever they choose.

        Yes anyone can start the process. And no, not anyone can in Canada. Canada has a point system. Every potential immigrant is given points based on education, career, etc. Only people who reach a certain point level can apply. Except refugees.
