The practice of reaching out on Twitter to people affected by tragedies is horrible. The way it's almost always done is horrible ("I'm XY from WXYZ, hope you're safe, can I use this photo?") If anything, that should be examined.

As far as reporters doing the work go: It would seem less harmful and more contemporary for them to simply use the material, with proper credit, rather than put those affected through an endless stream of fake sympathy and requests for use.
