Still undefined. It will be a targeted tax that effects the rich in some way. The most effective would be a wealth tax. Because people making that much in a year are getting wealth through multiple streams that aren't monetary. Again it's still unclear what specifically he means.

These taxes are a great way to keep the rich much wealthier than those who are trying to climb the ladder in expensive cities Frankly, and this won't land well for some, but $400k in a two-earner household in NY, LA or SF just is not exorbitant income, esp with student loan debt

400k is quite exorbitant no matter where you live. I do quite well in NYC, having lived here my whole life, & I don't even come close to that. Your acceptance of being broke on a higher level, because you cannot manage your money properly, does not make 400k, pauper's income.
