I think it is far better to understand "Dēva" in Hinduism and Buddhism through the analogy of principal components than through the word "god" with its baggage. Chakras are related to the hierarchy of the 5 senses, which describe multiple planes of existence from gross to subtle. This idea, originally from the Sāmkhya system, is unique to Indian systems of philosophy. The Dēvas are the principal components across each of these planes.

The number (7) and the ordering of Chakras has a conceptual significance, cannot be reshuffled. This comes down from the division of the universe into 3 planes: Bhūh, Bhuvah and Suvah. Or equivalently to Adhibhautika (physical), Adhidaivika (causal) & Adhyatmika (experiential).

This 3 fold division connects an observer to the phenomena in nature. The 3 planes have 2 intermediary sheaths, which give rise to 5 Koshas: Annamaya (material), Prānamaya (life), Manomaya (sensorimotor control), Vijñānamaya (intellect) and Ānandamaya (bliss).

The 5 Koshas are sandwiched on either sides by Mūla prakrti (the basis of transformation in nature) on the material end, and the Shiva (transcendental Infinite) on the experiential end. These 7 planes have the 7 Chakras. Of these, 6 are connected to various endocrine glands.

All of these Chakras are placed on the same axis - Mēru mountain (the conceptual basis for every Buddhist stūpa and Hindu temple). They are all considered to be turned by the same cosmic cycle of Rta. Thus, there is just "Ekam Chakram" (one Chakra) as referred to in the Rg Veda.

I doubt that this is how understanding works. At the core of this, there are probably profound insights, but they got lost in translation (like "wheel" for "periodic process"). Memorizing the metaphors and hallucinating their content may be a cargo cult leading to superstition.
