To me, computationalism means that everything that exists must be implemented. (An implementation is a transition function that correlates adjacent states.)

Strong computationalism means that everything that is implemented must also be computable, i.e. the universes of things that can exist must have a description of its transition function that is equivalent to a mapping between integers (= a finite state machine).

Perhaps there is only ever a single bit being permuted at a time. This looks as if it was very slow, but time only exists from the perspective of an embedded observer.
