To me, computationalism means that everything that exists must be implemented. (An implementation is a transition function that correlates adjacent states.)

Could you say that a FSM only works on a subset of transition functions, much like Newtonian physics works for a subset of problems?

I agree, it has to be computable and not some theoretical concept of computation. Said differently, computation must abide by the laws of physics and therefore infinite precision is an unacceptable prior.
