Nobody "deserves" anything. There are either good consequential reasons to punish people or there aren't. Desert is irrelevant. Everyone was born with a set of traits and preferences which ultimately dictate 100% of their behavior and is merely (un)lucky to be who they are.

I suspect that if one wants individuals with unfortunate traits to remain cooperative without a persistent threat of violence, societies must extend their compassion to them.

I don't see any reason not to extend compassion to them. And it's easy to do once you acknowledge that their plight is merely a matter of bad luck ultimately.

At the moment, the main reason is that people are in a culture war and worried about fraternization with the outgroup.
