Is it simulations all the way down? And up?

Probably not all the way; infinities are infinitely expensive, and finite reversible universes need the equivalent of energy sources to run child universes, which limits nesting depth

My pet theory: All civilizations eventually invent digital technology and realize that it's much easier/cheaper to manipulate information & create experiences virtually than in the material world, so they turn inward, living in VR, so we never hear from them. We will do the same.

Otaku civilizations are consuming negentropy without exerting meaningful control; unless they can block the evolution of intelligent competition, they will always be outcompeted.

No such thing as a "Fermi Paradox". A civilization cannot grow to the size of a universe just like a fish cannot grow to the size of an ocean. Fermi must have meant that thing as a joke.

I think we just don't have a grasp on deep time. Our civilization only rose within the last 15,000 years which is a blink in the eye of a universe that's billions of years old. So many space-faring civilizations could have come and gone in that time.

I think our information is filtered through an SEP field as Douglas Adams said in H2G2. :)
