Yes, the problem could be this “effectiveness” is not just matter of quantity ( e.g. mass or number of individuals capable go on in successful competition..), but also “quality”, i.e. awareness...(?!).

Awareness is entirely instrumental in the evolutionary context. It is probably an intermediate stage, before optimal learning strategies are implemented by the organisms.
