"we don't have enough evidence for a conclusive answer." Would be a perfect, scientific answer. Researchers hesitate to publish large variance estimates as if they were flawed and preferred biased low-variance estimates- which is a question on statistical philosophy and educat.

Read the works of Albert A. Harrison, as a great example. He spent much of his career conducting SETI research. (You can find a reference list at http://www.astrosociology.org/aboutARI.html ). Also, the social sciences focus on the human dimension. The "hard" sciences tend not to. Collaboration! :)
