The main problem with Tononi's integrated information theory may be that it does not explain why a system would come to believe that it is conscious. Our belief that we are conscious is the actual (meta) phenomenon that needs explanation (freely paraphrasing Chalmers at #SCC2018)
It does not. Only software running on top of it does, and the trick is achieved by giving it regulation targets that strongly correlate with the fate of the cell colony.
